While the lack of cooperation between China and India is linked to historical and ongoing bilateral tensions, the underdeveloped state of cooperation between New Delhi and Dhaka stands out due to the generally positive development of the Bangladesh-India relationship. Bangladesh and India share all three major rivers of the GBM basin, 51 smaller tributaries, and a 4,096-kilometer-long land border. The GBM basin is home to 47% of the Indian population and 80% of the Bangladeshi population, making the basin central to political considerations surrounding food security, water supply, energy, and the environment in both countries.
